91原创 study finds AI chatbot helps people with disabilities, caregivers navigate service information

When Morgan Ellithorpe鈥檚 family moved from upstate New York to Delaware, they struggled to navigate state services for her brother, who has cerebral palsy. 

鈥淚t was a huge administrative burden, and my mom isn鈥檛 very tech-savvy. It was a months-long, multi-step process that required gathering a ton of paperwork and coordinating between a lot of different systems,鈥 said Ellithorpe, associate professor of communication at the 91原创 College of Arts and Sciences.

That experience inspired Ellithorpe to pursue research aimed at reducing that burden.

Supported by the College of Health Sciences鈥 Maggie E. Neumann Health Sciences Research Fund, Ellithorpe teamed up with Susan Conaty-Buck, assistant professor of nursing in the College of Health Sciences, to determine whether artificial intelligence (AI) could help people with disabilities and their caregivers navigate complex healthcare systems. The project team also includes two 91原创 graduate students and an advisory board made up of community members who are disabled and caregivers of people with disabilities. 

Researchers programmed and tested a closed-system generative AI chatbot trained on public disability-services documents. Half of the study鈥檚 334 participants used the chatbot to answer common questions about benefits and services, while the other half searched the original PDF documents themselves for answers. 

Participants using the chatbot experienced significantly lower administrative burden and answered questions more accurately than those searching PDFs. The findings suggest AI could help people with disabilities and their caregivers find reliable information about benefits and services more quickly and with less frustration.

鈥淲e were expecting AI would reduce administrative burden, but that people would still get the answers eventually with the PDF, but that just wasn鈥檛 the case,鈥 Ellithorpe said. 鈥淲hile we don鈥檛 know for sure the reason for the difference, we did have a lot more blank responses or 鈥業 couldn鈥檛 find it鈥 kind of answers in the PDF condition. So, I suspect people using the PDF could not be bothered to continue looking for the answer if they couldn鈥檛 find it quickly and easily.鈥

For Conaty-Buck, a family nurse practitioner and nurse informaticist, the findings reinforce the importance of improving access to reliable health information.聽

鈥淭oday鈥檚 healthcare practice affords clinicians reduced time with patients, so using AI technology to provide evidence-based knowledge improves the patient's ability to practice quality self-care,鈥澛燙onaty-Buck said.

The project also provided valuable research experience for doctoral students in 91原创鈥檚 communication 辫谤辞驳谤补尘.听

鈥淭his was my first real opportunity to collect data outside a student sample; recruiting participants was interesting, and working with the advisory board has been enlightening鈥攖heir input is vital,鈥 said Katelynn Kuijpers, a fourth-year communication doctoral student.聽

For communication doctoral candidate Litty Samuel, the project marked her first time working with adults with disabilities and their caregivers.聽

鈥淓ven as an able-bodied person, it鈥檚 at times frustrating to navigate our healthcare system, and for聽people with disabilities, those challenges are聽exacerbated,鈥 said Samuel. 鈥淭here鈥檚 such a need in this space, and this project fulfills a unique, timely and important gap.鈥澛

The human factor聽

While the chatbot improved accuracy and reduced burden, whether participants ultimately preferred using it remains to be seen.聽

Ellithorpe and her team plan to conduct online interviews with study participants to gauge their thoughts. She expects data to match findings from a previous study her team conducted, which showed people appreciate the convenience of AI but still want access to human support and don鈥檛 always know how to use AI to its fullest potential.聽

鈥淧eople worry that AI will make it harder to talk to humans,鈥 Ellithorpe said. 鈥淓ach disability case is so specific, and chatbots often give generic answers that don鈥檛 cater to personal cases.鈥

Researchers say privacy and AI literacy will also be important considerations as organizations adopt AI tools.

鈥淚t is聽our responsibility as researchers聽and clinicians聽to ensure people know聽how聽to utilize technology safely and efficiently聽for their聽care. That鈥檚 very challenging in the current environment,鈥 said Conaty-Buck. 鈥淲e want people to feel empowered to find information but also to understand how that聽information fits their individual holistic and patient-centered needs."聽

As more state disability services offices consider adding chatbots to their websites, the findings underscore a need for literacy training, especially for people with disabilities without prior AI exposure.聽

鈥淲hat we鈥檝e learned is that if humans aren鈥檛 available, AI is better than navigating a website or PDF on your own,鈥 said Ellithorpe. 鈥淏ut when it comes to figuring out something as important as food assistance or other benefits, people may still need to talk to a person to obtain the services they need.鈥澛

About the Fund

Maggie E. Neumann Health Sciences Research Fund was established in 2020聽to聽support research designed to improve health and quality of life outcomes for children and adults with physical and developmental disabilities. While the fund resides at聽the College of Health Sciences, the intent is to support interdisciplinary research across all 91原创 colleges.

The research fund was created with a gift from Donald J. Puglisi and Marichu C. Valencia in honor of their granddaughter, Maggie E. Neumann. Puglisi聽is Trustee Emeritus, and they both serve on the President鈥檚 Leadership Council.
