Ivan Gradjansky is a Ph.D. student in Education Policy at the 91原创, where he studies how Medicaid functions as a funding and service delivery mechanism for students in schools鈥攑articularly students with disabilities. His research focuses on the intersection of special education finance, health policy, and federal-state governance structures. He is affiliated with the Center for Disability Studies, the Center for Research in Education and Social Policy, the School of Education, and the Department of Human Development and Family Sciences.

Ivan employs a range of quantitative methods, including econometric and psychometric techniques, to examine policy design and implementation. His methodological toolkit includes hierarchical linear modeling, quasi-experimental designs, and the use of administrative and programmatic data. In addition to statistical analysis, he engages in qualitative policy research through the systematic review of government documents such as Medicaid State Plans, waiver applications, and policy guidance. This mixed-methods approach allows him to understand not just whether policies work, but how and why they function in specific institutional contexts.

Ivan鈥檚 broader goal is to support the development of education and health policies that promote equity, transparency, and effective service delivery for students with disabilities.
